What Every Consumer Should Know Before Visiting a Dispensary
Cannabis is legal in Missouri for adults 21 and older following the passage of Amendment 3 in November 2022. Legal sales began in February 2023, and since then, Missourians and out-of-state visitors alike have been able to purchase cannabis from licensed dispensaries across the state.
Legal does not mean without rules, however. There are clear guidelines around who can buy, how much, where purchases can be made, and what crosses the line into illegal territory. Knowing these rules before you shop helps you stay informed, stay compliant, and get the most out of your visit.
Who Can Legally Buy Cannabis in Missouri?
Recreational Consumers
Any adult 21 years of age or older with a valid government-issued photo ID can purchase cannabis at a licensed Missouri dispensary. No medical card is required for adult use purchases.

Medical Patients
Missouri medical marijuana cardholders can purchase cannabis with their valid medical card and a government-issued photo ID. Medical patients have higher purchase limits than recreational consumers and may have access to additional product options at some dispensaries.
What ID Do You Need to Buy Cannabis in Missouri?
A valid government-issued photo ID is required to purchase cannabis at any licensed Missouri dispensary. Accepted forms of identification include:
- State-issued driver’s license
- State ID card
- Passport
ID is verified before every purchase without exception. This is a state regulation that all licensed dispensaries are required to follow.
Medical patients must present both their valid Missouri medical marijuana card and a government-issued photo ID at the time of purchase.
Where Can You Legally Buy Cannabis?
Cannabis can only be legally purchased from state-licensed dispensaries. Buying from any unlicensed source, whether from an individual, an online marketplace, or an unregulated retailer, is illegal under Missouri law regardless of the circumstances.
Missouri law also permits delivery from licensed dispensaries, including to non-residents staying at hotels or temporary addresses within the state. It is also worth noting that purchasing cannabis in another state and bringing it into Missouri is illegal, even if cannabis is legal in both states.

Recreational Consumers
Recreational consumers 21 and older can purchase up to 3 ounces of cannabis flower per transaction. Equivalent limits apply to other product formats including edibles, concentrates, and vape products. Missouri law also caps possession at 3 ounces at any given time, so purchase limits and possession limits are aligned for recreational consumers.
Medical Patients
Medical patients can purchase up to 6 ounces of cannabis per month. If a patient’s medical needs require more, a physician can approve higher amounts. Medical patients generally have access to higher limits than recreational consumers, which is one of the key advantages of holding a Missouri medical marijuana card.
What Is Illegal When Buying Cannabis in Missouri?
While cannabis is legal in Missouri, several purchasing and possession activities remain illegal and can carry significant penalties:
- Purchasing cannabis from any unlicensed or unregulated source
- Purchasing cannabis for someone under 21, often referred to as a straw purchase
- Transporting cannabis across state lines, which remains a federal offense even if cannabis is legal in both states
- Purchasing or possessing cannabis on federal property, including national parks, federal buildings, and other federally controlled land
- Exceeding possession limits, as recreational consumers may not legally possess more than 3 ounces of cannabis
- Consuming cannabis in public spaces, as public consumption is prohibited under Missouri law and may result in civil fines
